Accident consequence analysis for JMTR as a decommission facilities

Japan Materials Testing Reactor (JMTR) was decided as a one of decommission facilities in April 2017. In order to submit the decommissioning plan to the Nuclear Regulation Authority, the type of accident assumed in the first stage of the decommissioning plan was selected, and the public exposure dose was evaluated. A fuel handling accident and a fire accident during storage of waste were selected as assumed accidents in the first stage of the decommissioning plan. An evaluation of the public exposure dose from the radioactive materials released into the atmosphere due to these accidents was estimated to be a maximum of 0.019 mSv (due to a fire accident during storage of waste). This estimated value was found to be sufficiently smaller than the judging criteria (5 mSv), and not to pose a significant risk of radiation exposure to the general public.

Effectiveness evaluation methodology of the measures for improving resilience of nuclear structures against excessive earthquake

The objective of this study is to develop an effectiveness evaluation methodology of the measures for improving resilience of nuclear structures against excessive earthquake by applying the failure mitigation technology. This study regarded those measures for improving resilience of important structures, systems, and components for safety to enlarge their seismic safety margin. To evaluate effectiveness of those measures, seismic core damage frequency (CDF) is selected as an index. Reduction of CDF as an effectiveness index is quantified by applying seismic PRA technology. Accident sequences leading to loss of decay heat removal are significant contributor to seismic CDF of sodium-cooled fast reactors (SFRs), and those sequences result in core damage via ultra-high temperature condition. This study improved the methodology to evaluate not only the measures against shaking due to excessive earthquake but also the measures at the ultra-high temperature condition. To examine applicability of the improved methodology, a trial calculation was implemented with some assumptions for a loop-type SFR. Within the assumption, the measures for improving resilience were significantly effective for decreasing CDF in excessive earthquake up to several times of a design basis ground motion. Through the applicability examination, the methodology for the effectiveness evaluation was developed successfully.

Consideration on roles and relationship between observations/measurements and model predictions for environmental consequence assessments for nuclear facilities

Before construction and after operation of nuclear facilities, environmental consequence assessments are conducted for normal operation and an emergency. These assessments mainly aim at confirming safety for the public around the facilities and producing relief for them. Environmental consequence assessments are carried out using observations/ measurements by environmental monitoring and/or model predictions by calculation models, sometimes using either of which and at other times using both them, according to the situations and necessities. First, this report investigates methods, roles, merits/demerits and relationship between observations/measurements and model predictions which are used for environmental consequence assessments of nuclear facilities, especially holding up a spent nuclear fuel reprocessing plant at Rokkasho, Aomori as an example. Next, it explains representative examples of utilization of data on observations/measurements and results on model predictions, and considers points of attention at using them. Finally, the report describes future direction, for example, improvements of observations/measurements and model predictions, and fusion of both them.

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2020. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station (1F), Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2019, this report summarizes the research results of the "Study of corrosion and degradation of the objects in the nuclear reactor by microorganisms" conducted in FY2019 and FY2020. Since the final year of this proposal was FY2020, the results for two fiscal years were summarized. The purpose of the study is to obtain knowledge related to microorganisms that will be useful in the decommissioning process of 1F. Therefore, we clarified the current conditions of the microbial community inhabiting the power plant and its premises. Development of effectiveness evaluations technology of the measures for improving resilience of nuclear structures at ultra high temperature

The effectiveness evaluations technology of the measures for improving resilience by applying a fracture control concept under ultra-high temperature conditions has developed for prototype sodium-cooled fast reactor Monju as a model plant, and the trial evaluation has conducted using this technology in this paper. The important accident sequences to which the fracture control concept is expected to be applied under ultra-high temperature condition are identified by investigating the results of the existing researches of level-2 probabilistic risk assessment for Monju. Accident sequences categorized in protected loss of heat sink and loss of reactor level are both identified as such important accident sequences which has the potential to prevent core damage. This study has developed the technology to evaluate the effectiveness of improving resilience, where the headings which stand for success or failure of the measures to improve resilience are introduced into the event tree, the branch probability of them is set, and the effectiveness of improving resilience is expressed as the reduction of core damage frequency. As a result of the trial evaluation of the effectiveness for the measures to improve resilience, it is confirmed that core damage frequency can be reduced by applying fracture control concept. The branch probability of the measures to improve resilience proposed in this study is tentatively assigned based on the assumption. This value is expected to be quantified by the forthcoming analyses of the integrity for the reactor vessel structure at ultra-high temperature. The technology developed in this study will be applied for the evaluation of improving resilience of the next generation sodium-cooled fast reactor.

Uncertainty and sensitivity studies with the probabilistic accident consequence assessment code OSCAAR

This paper addresses two types of uncertainty: stochastic uncertainty and subjective uncertainty in probabilistic accident consequence assessments. The off-site consequence assessment code OSCAAR has been applied to uncertainty and sensitivity analyses on the individual risks of early fatality and latent cancer fatality in the population due to a severe accident. A new stratified meteorological sampling scheme was successfully implemented into the trajectory model for atmospheric dispersion and the statistical variability of the probability distributions of the consequence was examined. A total of 65 uncertain input parameters was considered and 128 runs of OSCAAR were performed in the parameter uncertainty analysis. The study provided the range of uncertainty for the expected values of individual risks of early and latent cancer fatality close to the site. In the sensitivity analyses, the correlation/regression measures were useful for identifying those input parameters whose uncertainty makes an important contribution to the overall uncertainty for the consequence.

Sequence analysis of the gliding protein Gli349 in ${it Mycoplasma mobile}$

The motile mechanism of Mycoplasma mobile remains unknown but is believed to differ from any previously identified mechanism in bacteria. Gli349 of M. mobile is known to be responsible for both adhesion to glass surfaces and mobility. We therefore carried out sequence analyses of Gli349 and its homolog MYPU2110 from M. pulmonis to decipher their structures. We found that the motif "YxxxxxGF" appears 11 times in Gli349 and 16 times in MYPU2110. Further analysis of the sequences revealed that Gli349 contains 18 repeats of about 100 amino acid residues each, and MYPU2110 contains 22. No sequence homologous to any of the repeats was found in the NCBI RefSeq non-redundant sequence database, and no compatible fold structure was found among known protein structures, suggesting that the repeat found in Gli349 and MYPU2110 is novel and takes a new fold structure. Proteolysis of Gli349 using chymotrypsin revealed that cleavage positions were often located between the repeats, implying that regions connecting repeats are unstructured, flexible and exposed to the solvent.

The radionuclide release from MOX under severe accident conditions was investigated in VEGA program to contribute to the technical bases for safety evaluation including PSA for LWR using MOX. The MOX specimens irradiated at ATR Fugen were heated up to 3123K in helium at 0.1 and 1.0MPa. The release of volatile FP was slightly enhanced below 2200K compared with that of UO$$_{2}$$. The volatile FP release at elevated pressure was decreased as in the case with UO$$_{2}$$. The total fractional release of Cs reached almost 100% while almost no release of low-volatile FP even after the fuel melting. The release rate of plutonium above 2800K increased rapidly although the amount was small. Since the existing models cannot predict this increase, an empirical model was prepared based on the data. There is no large difference in FP inventories between UO$$_{2}$$ and MOX, and the fractional releases from MOX can be mostly predicted by the model for UO$$_{2}$$. This suggests that the consequences of LWR using MOX are mostly equal to those using UO$$_{2}$$ from a view point of risks.

Study on a new meteorological sampling scheme developed for the OSCAAR code system

One important step in Level 3 Probabilistic Safety Assessment is meteorological sequence sampling, on which the previous studies were mainly related to code systems using straight line plume model and more efforts are needed for trajectory puff model such as the OSCAAR code system. This report describes the development of a new meteorological sampling scheme for the OSCAAR code system that explicitly considers population distribution. A group of principles was set forth for the development of this new sampling scheme, including completeness, stratification, sample allocation, practicability and so on. The calculation results illustrate that although it is quite difficult to idealize stratification of meteorological sequences based on a few environmental parameters the new scheme do gather the most inverse conditions in a single subset of meteorological sequences. The size of this subset may be as small as a few dozens, so that the tail of a CCDF curve is possible to remain relatively static in different trials of the PCA code system.

JAERI has conducted the feasibility study of the HTGR gas turbine system from 1996 to 2000 sponsored by MEXT. This report concludes the safety criteria and rationalization of the safety items in the HTGR system.With respect to the safety criteria, the same value for the LWR is selected as the limit of radiation exposure. Probability of the design basis event (DBE) and beyond design basis event (BDBE) is set lower than those for the LWR to get higher safety margin. Adequate initial events and mitigation system are selected to consider the event sequence. The concept of the probability analysis is applied to identify DBEs and BDBEs. It is found that some safety items can be rationalized in consideration of the safety features of the HTGR. Finally, the safety class and design category of the items in the HGTR-GT are classified.
